¿Qué va a pasar con la basura en la temporada alta 2019? // ¿What is going on with the trash for this next high season?

Hace mucho tiempo que el distrito de Cóbano sufre problemas de basura en las calles, Nicoya Peninsula Waterkeeper habló con Alberto Vázquez, Gestor Ambiental del Concejo Municipal para saciar todas nuestras dudas:

La crisis de la basura ya tiene mucho tiempo en nuestra comunidad, estos son los acontecimientos más recientes: el camión recolector y compactador que tiene la Municipalidad sufrió múltiples averías, cuyas reparaciones tardaron casi un mes. A su vez, se lanzó una licitación para contratar el servicio de recolección y transporte, pero ninguna de las empresas cumplía con las condiciones técnicas. Esta contratación quedó envuelta en problemas burocráticos y administrativos que no tuvieron solución. Con el camión averiado y sin ninguna empresa externa a contratar, se utilizó el camión de carga de la Municipalidad que no sirve específicamente para este tipo de trabajos, es por esto que la recolección se ralentizó.

Hoy en día, el Concejo Municipal cuenta con un convenio con la Municipalidad de Puntarenas, la cual está facilitando tres camiones grandes por semana para atender los sitios de mayor generación de basura y a los comercios. También están esperando el ingreso del presupuesto 2019 para iniciar una nueva contratación.

Básicamente, los problemas de la basura son dos: por un lado, está la ya conocida mala gestión administrativa y por otro, la necesidad de generar conciencia en la población. Es fácil, si reciclamos y compostamos más, va a haber menos cantidad de bolsas de basura en las calles. Como dice Alberto Vázquez de la Municipalidad “Si lo que queremos es hacer la diferencia y resolver el problema, cada uno debe iniciar con el compostaje y dejar de lado, al menos durante esta crisis, los conflictos con el gobierno local”.

De ahora en adelante la recolección de basura se hará los viernes por Mal País y los sábados por Santa Teresa y Playa Hermosa. Es importante sacar la basura la noche anterior a la recolección.

Desde Nicoya Peninsula Waterkeeper entendemos que la mejor manera de alivianar el problema es enfocar nuestra energía en hacer lo que nos toca como comunidad (reciclar-compostar) mientras la Municipalidad encuentra una solución a largo plazo de la parte que les toca a ellos.

Por otra parte, gracias al apoyo de la compañía de ingeniería de materiales BIONIC, construimos un centro de acopio de materiales reciclables en Cóbano. Tendremos rutas semanales en Santa Teresa, Mal País, Playa Hermosa, Montezuma y Cóbano, y recolectaremos plástico, aluminio, hojalata, vidrio y tetrapak.  Todos estos materiales deben estar limpios y separados en bolsas transparentes. Estamos esperando obtener el permiso de gestores de residuos para poder iniciar a operar. Muy pronto tendremos noticias al respecto.

Todos debemos tomar responsabilidad sobre los residuos que generamos, el gobierno local tiene que aportar su trabajo, pero nosotros como comunidad también. Esperamos que el Centro de Acopio nos ayude a cambiar nuestros hábitos y facilitarnos el reciclaje.

It is clear that Cobano has been suffering from a long trash crisis. Nicoya Peninsula Waterkeeper spoke with Alberto Vazquez, Environmental Manager at the Municipal Council to clear all our doubts:

The trash crisis has been an ongoing problem for our community, these are the latest news: the municipal collector truck had multiple damages, which took longer than expected to be fixed. At the same time, they launched a bid for collection and transport services, but none of the companies met the technical terms and conditions, so this got lost in bureaucratic and administrative problems without a proper solution. With a damaged truck and no other external company doing the job, the Municipality started using a cargo truck to collect the District’s trash and this slowed down the service.

Nowadays, Cobano made an agreement with Puntarenas Municipality, which is helping with three trucks per week to pick up the trash of the big generators and businesses. The local Municipality is waiting for the 2019 budget to initiate another public bid for collection and transport services hiring.

Basically, the trash problems are two: on the one side, we have the known bad administration of the Municipality, and on the other side, we need to be more conscious about what and where we dispose of our trash. It is simple, if we recycle and compost more, there will be less trash bags on the streets. As Alberto Vazquez said: “If we want to make a difference and solve the problem, each and one of us must start composting and leave aside, at least during this crisis, the conflicts with the local government.”

From now on, the collection of trash will be on Fridays in Mal Pais and on Saturdays in Santa Teresa and Playa Hermosa. It is important to take the trash out the night before.

We understand that the best way to find a solution is to start sorting the materials in our houses and businesses to compost and recycle. Let’s not focus our efforts on our frustration with the Municipality, but on doing our part for a solution, while the Municipality works on a more long-term solution.

Moreover, thanks to an alliance with material engineering company BIONIC, we built a Recycling Center in Cobano. We will have weekly collection routes in Santa Teresa, Mal País, Playa Hermosa, Montezuma y Cobano. We will be collecting plastic, aluminum, can, glass, and tetra pack. All these materials should be clean and sorted in transparent bags. We are just waiting for our registry as authorized waste managers to start operating. Very soon we’ll be up and going!

We should all take responsibility for the trash we generate. It is clear that the local government must do their part; however, we need to do ours as well. We hope that the Recycling Center will help us change our habits and start recycling!
